Maneka Gandhi urges schools to eliminate corporal punishment. Women and Child Development Minister Maneka Gandhi on Wednesday urged schools to eliminate corporal punishment by following the guidelines issued by the National Commission for Protection of Child Rights (NCPCR). The NCPCR under the authority of the Union WCD Ministry has developed and issued guidelines for eliminating corporal punishment in schools. "Corporal punishment has been banned under Section 17 of the Right to Education Act. The WCD Minister has urged the Human Resource Development Minister Prakash Javadekar that the government as well as private schools may be suitably directed to ensure that these guidelines are strictly observed," the WCD Ministry said in a statement on Wednesday.(Zee News)

In a first, Mumbai, Delhi ranked in top 100 student-friendly cities in the world. Mumbai and New Delhi have for the first time been ranked among the world’s 100 best places to be a student in the QS Best Student Cities ranking. Montreal is at first place in the list released today by QS (Quacquarelli Symonds), compilers of the QS World University Rankings. It knocked off Paris, which has topped the list in all previous editions since 2012 and is placed second his year. Mumbai has been placed 85, the highest position for an Indian city on the list, followed by New Delhi at 86. (HT)

Schools can now order NCERT books online. Now schools can log in to the Central Board of Secondary Education website and place their requirement for NCERT textbooks online. The ministry of human resource development has issued a strategy to make the books available before the commencement of the academic session. The link will be active from February 15, 2017 to February 22, 2017 and the requirement can be submitted only once. (TOI)

As CBSE has decided to do away with its new academic reforms, experts fear that students of CBSE will no longer have advantage over other boards. Observing the progress students have made, schools in Mumbai have decided to continue with the reforms such as the OBTA and CCE among others. Govt of India’s DST launches science, engineering fellowships. Science and Engineering Research Board (SERB), a statutory body under the Department of Science and Technology, Government of India has launched SERB Overseas Postdoctoral Fellowship (SERB-OPDF). It is meant to encourage researchers in areas of science and engineering. The fellowship will be awarded for one year (extendable to one more year subject to evaluation). The applicant should have completed PhD degree in science and engineering not earlier than the preceding two years from recognised institutions in India. (HT)

MP Vyapam scam: Apex Court cancels degrees of 634 MBBS students. The Apex Court on Monday cancelled degrees of 634 MBBS students in Madhya Pradesh. The admission was conducted under unfair means which has been named as Vyapam scam. As per their own investigation, in 2013, the Madhya Pradesh Professional Examination Board started the process of cancelling admissions of students who had joined the course between 2008 and 2013. IIM in Shillong may lose Rajiv Gandhi tag. A bill tabled in Parliament to give autonomy to India's premier B-schools, the Indian Institutes of Management, has sparked a controversy because of its political overtones. The proposals in the bill include one to drop the prefix 'Rajiv Gandhi' from the name of IIM-Shillong, leading the opposition to question why. The proposal comes on the heels of the Union Budget dropping the former Prime Minister's name from four central government schemes — Rajiv Gandhi Panchayat Sashaktikaran Abhiyan, Rajiv Gandhi National Fellowship for Students with Disabilities, Rajiv Gandhi National Fellowship for Scheduled Caste Students and Rajiv Gandhi Khel Abhiyan. Hungarian Scholarship 2017: Application deadline, March 5. In order to increase the number of foreign students in Hungary, the Hungarian Government has invited applications for the Stipendium Hungaricum Scholarship Programme which was launched in 2013. Through the programme Hungarian higher education institutions aim to attract top foreign students to study in their institutions. The programme is based on bilateral educational cooperation agreements signed between the Ministries responsible for education in the sending countries/territories and Hungary or between institutions. HRD ministry to conduct ‘learning outcomes assessment’ in October. The Human Resource Development (HRD) ministry is gearing up to conduct the first country-wide assessment based on the recently introduced learning outcomes prepared by National Council for Educational Research and Training (NCERT) by October. The ministry is likely to issue a notification on the learning outcomes. Learning outcomes are the expected levels of learning that children between classes 1 and 8 should achieve. (HT)

IIT-Kharagpur to establish country's first Quality and Reliability school. IIT-Kharagpur will set up a school on Quality and Reliability (Q&R), a first-of-its-kind in India. The Institute, which set the trend for engineering, management, medical technology and IPR law education in IITs in India, has now ventured in the domain of quality with an aim to improve the trinity of Process, Planet and People (3Ps) targeting Engineering, Human and Natural systems, a release said. The aim for establishing the school is to improve the quality of life for the people of India as well as develop quality conscious global citizens, said Director, IIT-Kharagpur Prof P P Chakrabarti. Australia edges out UK, ranks second in number of Indian students. Australia has gained the second spot as the most preferred destination for higher studies for Indian students, after the number of students going to study in the UK reduced by 4 per cent as compared to last year, a recent UNESCO report reveals. According to UNSECO’s 2017 rankings, the US continues to be the top choice for students who are looking to study abroad, while the UK has slipped to the third spot and Australia has come up in the rankings. IITs to come under Single Engineering Entrance Exam from 2018. On the lines of NEET-examination, a single engineering entrance examinations will be conducted for admission into engineering colleges from the academic year 2018-19. It is learnt that the coveted IITs, for which a nationwide competitive examinations are held, may also be brought in under the ambit of the new test. The HRD ministry has recently asked the All India Council for Technical Education (AICTE) to explain and mention suitable norms for holding such an exercise. (India Today)

Now, single entrance test for engineering, architecture seats from 2018. The Centre has approved the proposal for a single entrance exam for engineering and architecture at the undergraduate level from 2018, on the lines of the national eligibility and entrance test for medical colleges. The Union human resource development ministry has asked the All India Council for Technical Education (AICTE) to issue a "suitable regulation" for the implementation of the proposal from the academic year 2018-19. CBSE allows diabetic students to have snacks during exams. The Central Board of Secondary Education (CBSE) has allowed diabetic students appearing for Board examinations to take snacks during examinations. The order comes following chairperson of the Delhi Diabetes Research Centre, Dr. Ashok Jhingan's approach to the board with the results of a study conducted on Kendriya Vidyalaya students. The study found that patients who depend on insulin injections suffer from headaches, irritability and confusion because of their low sugar levels. (India Today)

CBSE to make three languages mandatory and foreign language be treated as 'elective' by 2020. The Central Board of Secondary Education (CBSE) may make mandatory three languages for Class-X board examination and foreign language might be treated as fourth and "elective" by 2020. According to CBSE's new plan, the three language formula, under which Hindi, English and Indian language are taught, might be extended to class IX and X as well from the current VI to VIII. Revise your curricula, UGC tells central varsities. The University Grants Commission (UGC) has asked the central varsities to review and revise their curricula, at least once in every three years, to make the college and university students more employable. In a letter dated February 8, the Commission has written that in a recently held meeting of the Group of Secretaries on Education and Social Development with the Prime Minister, it was recommended that curricula of all academic departments in Universities should be reviewed and revised at least once in every three years. 3 IIT Kanpur alumni make it to Forbes ‘30 under 30’. Three alumni from the Indian Institute of Technology, Kanpur (IIT-K), including a Lucknow boy, have made it to the prestigious Forbes list of ‘30 under 30’ for 2017. The magazine has released the coveted list in its February edition. Farid Ahsan, 24, from Lucknow, Bhanu Pratap Singh, 25, from Gorakhpur and Ankush Sachdeva, 23, from Ghaziabad are credited with developing one of its kind social networking applications, Sharechat, that simplifies access to digital content for non-English speakers.. HRD ministry forms sub-panel of CABE to boost girls' education. The Union HRD Ministry has constituted a sub-committee of Central Advisory Board of Education (CABE) under Chairmanship of Telangana's Deputy Chief Minister to look into issues of girl's education. The terms of reference of the sub-committee would be to examine the reasons for low participation of girls in education, including the socio-economic factors with resultant gender bias, and suggest ways to reduce gender disparity so as to achieve better gender parity index, an official release said here today. JNU overwhelmingly votes against UGC notification. The JNU students community on Wednesday responded with an emphatic 'no' in a referendum conducted here asking whether a UGC notification on M.Phil and Ph.D admissions was acceptable to them. The referendum was conducted on Tuesday by the Jawaharlal Nehru University Students Union (JNUSU) asking 'Should JNU accept VC's unilateral imposition of May 5, 2016 UGC notification for the conduct of M.Phil and Ph.D admissions?' A total of 3,455 students voted in the referendum, of which 3,398 voted against the notification, while a mere 45 voted in support. (Zee News)

Teachers give obese girl students less marks, study. The low score of obese girl students in schools could be linked to discrimination by their teachers because of their body weight, a study has revealed. The results, published in the latest edition Sociology of Education journal, indicated that the relationship between obesity and academic performance may result largely from educators interacting differently with girls of various sizes, rather than from obesity’s effects on girls’ physical health. More recently, a group of students protested on the premises of the Shreemati Nathibai Damodar Thackersey Women’s University (SNDT) against a circular which directed female students to wear ‘decent’ and ‘formal’ clothes. In the last year, several city-based colleges have been imposing gender-based rules on students. Recently, University of Mumbai restricted library access to female students; on Monday, a government-run polytechnic college in Bandra decided to divide the canteen space based on gender to resolve sexual harassment cases on campus. Jawaharlal Nehru University (JNU) which was critically accused as the hub of anti-national elements in the recent past has bagged the 'Visitor's Award' this year for the best central university in the country. The president of India Pranab Mukherjee on March 6, 2017 will give away the award to JNU Vice-Chancellor M Jagadesh Kumar for best university. British Council announces scholarships worth £ 1 million for Indian students. The Central Board of Secondary Education (CBSE) will provide counselling to de-stress students during exams, the Board announced on Monday. The counselling will be provided over the phone to students of all CBSE affiliated government and private schools. The service will be available to CBSE affiliated schools located abroad as well. The helpline will start functioning on February 9 and will continue till April 29. Counselling is open to parents of the students too. (HT)

NEET mandatory for Hindu refugees from Pakistan and Bangladesh too. Refugees from Pakistan and Bangladesh can no longer secure admission to medical courses in India. The exemption policy granted to those religious minorities, especially Hindu, prosecuted in Pakistan and Bangladesh for medical admission based upon their marks secured in class 12 has been scrapped by Supreme Court. Earlier in 2016, the NDA government allows them to pursue medical courses on self-financing basis if the students scored a minimum of 60 per cent in science and 50 per cent in English without going through any entrance examination. HRD to bring 'graded regulatory mechanism' in UGC and 2000 online courses. The British Council has announced the Great Britain Scholarships–India 2017 worth one million pounds as part of campaign to attract Indian students. “198 scholarships in subject areas ranging from art and design to engineering, law and management are on offer for students aspiring to study in the UK,” British Council (South India) Director Mei-kwei Barker told reporters in Hyderabad on Monday. A total of 29 under-graduate and 169 post-graduate scholarships will be provided in engineering, law, art and design and management. (HT)

Education Budget 2017: No surprises, no shocks. Barring the announcement of national testing agency, the overall budget speech brought disappointment for the education sector. Surprisingly, the Finance Minister skipped to mention the total outlay for education sector during the budget speech. Based on the data from Finance Ministry’s website for Union budget, Rs 79686 crore (against revised estimate of Rs 73599 crore for financial year 16-17) is allocated for education sector. This is little more than 8 per cent increase in education sector budget allocation compared to last budget. (Indian Express)

CBSE is removing its international curriculum. The Central Board of Secondary Education (CBSE) in a major announcement has decided to drop its international curriculum (CBSE-i) from the next academic session, i.e. 2017 - 18. In the circular, CBSE has directed all schools offering the curriculum, initiated as a pilot project in 2010-11, to shift their students to the main curriculum from the next academic session. However, this decision from the board is likely to affect around 50 schools in India. Moreover, as many as 26 schools in the United Arab Emirates, Singapore, Japan, Malaysia and other Gulf countries will also be affected. (India Today)

Nursery admissions: Neighbourhood criteria not new concept, says DoE. Neighbourhood criteria for nursery admission in private schools here which are built on DDA land is “not something new” and the educational institutions are “misusing” their autonomy by adopting their own point system, the Department of Education (DoE) on Thursday told the Delhi High Court. The DoE made the contention before Justice Manmohan while defending the Delhi government’s notifications regarding nursery admission on neighbourhood criteria, which say that students residing within one km of the school will be preferred and if seats are not filled, preference will be given to the students residing within 1-3 kms of the school. CBSE: Physical education to be made compulsory for Class 10 students. After the decision of reintroducing the Class 10 board exams was announced, the Central Board of Secondary Education (CBSE) released its guidelines to assess students after the same. According to the instructions issued, yoga, martial arts, NCC and sports will be a compulsory part of the curriculum of Class 10 - subjects in which students will be graded, but it won't be a part of their overall assessment. CBSE remodels class-10 assessment structure. Starting next academic year, students appearing for the CBSE class X examination will have to study for the complete syllabus for the board exams and score 33% in both theory and internal assessment to pass.
